All VCC are virtually generated. Did you receive a confirmation 4digits code after adding the card to the PayPal account?

I think yes.. its fully verified but after few days asking for the address to verify that i am not robot like they said.. and my paypal is limited and i can use them.. this is base what i experience i am making multiple paypal accounts before but right now limited soon.. or maybe its because the vcc that i am use is not working anymore?

The VCC is not the issue. Change your IP addresses (seems your IP has been blacklisted) and always clear your browser cache and cookies before creating new accounts.

I am always using aws instance newly launch instance and install ipvanish and i am using both random spoofer and disable webrtc..
Maybe my vpn is saturated i am using ipvanish and freedom as vpn..
Hope you can suggest a vpn..
