Never heard of it myself. If you are in USA, try circle.com or coinbase.com. (coin.mx also works, but is more expensive).

I'd avoid unknown exchanges like this one myself, but once you been ripped off, you get that way.. Huh

Edit - no exchanges are " truly transparent', unless we have different meanings for the word..
