Yes If they have money in the game. Some people add credit card to buy credit and then buy few cues. If you dont buy credit then you have to make the credit by playing game,

Then i reckon go with your suggestion of everyone use a simple cue unless 2 players want to do something different then fine.

War is war, there was not ever a case recorded in which side A had to use the exact same gun as side B.

This isnt war though, its a friendly gamble over a game + it has already been spoke about, you dont turn up to a golf tournament with a 6 inch extra length driver and expect to be treated equal lol
