If he is selling verified account, i would advise buyer to be careful, since its possible that account is hacked.
Otherwise, if this is an exchange offer, move the thread as previously stated. (But still there will hardly be takers, since skrill is both reversible, and doesnt allow currency exchange)

It is obviously an hacked/stolen account, Who is so intelligent to sell 'his' verified account? *if we are assuming that it is his 'main' account verified with his personal document for only 1 btc.
A simple question (not only for you) : will you sell your identity for 1 bitcoin?
However I suggest to not buy that account, it will be probably 'locked' from the skrill (aka moneybookers) support.
