As per Happpyier's quote, he has implemented your suggestion.
Rewards for voting will go to the person who uploaded the Gif.

The person uploading will enter their wallet address in the space provided before uploading select an image to upload and then click upload. When the uploaded is voted on the uploaded will now receive rewards form everyone who votes for that image! Enjoy!
