So back to square one, support could mean making some legal which in this case would be the same case as legalize.

Dont get yourself under delusion that the words "support" BTC means that government need to build something for BTC because this is not the same case as what your thought is . This is not a playground about bashing through each sentences from dictionary anyway

tl;dr : No one will be bother to legalize it if they dont support it ( references on the words support at the above dictionaries post). Whats the point of it anyway
