Because you need to scan your fingerprints and card at the ATM. Sending through the mail likely won't happen for many reasons.

The delivery person could request ID or only deliver to the named recipient on the package. If you can get alcohol or prescription drugs delivered to your door then cannabis shouldn't be that much different and there are always work arounds.
