The forum pay taxes from income, internal tip system would be a problematic. Theymos doesn't want to implement any tip system to the forum.

The forum has a lot of operating money from all the donator tips when Bitcoin was still cheap but your right about theymos being concerned about implementing it due to the risk of being considered a money transfer service.
That said this is a pretty old idea so good call looking back in meta.
