It is a bad thing all the way around. Look at the amount of bad transactions during the attack. It is very surprising level they are able to go to.

It really is a nuisance cheap way to duplicate txts then send them twice
The transaction confirms either way and doesn't cause a double spend since the blockchain reads the first input, but that second one stays in the mempool for a while.
