I think Cloudflare would give that address if you complain to them. I got it too some time ago when I was filing all sorts of complaints. Unfortunately Phoenix NAP doesn't seem to care but still might be worth a try. Maybe it will react eventually if noise gets loud enough.

Yeah, if enough people cause an up roar then they will feel inclined to do something about it. They wouldn't want to be associated with and even be the harbinger of scam sites.
