I bet too that it is not rare the last 9 topics or so from a section are filled with answers from the same people after they visit and post in some subforum.
And even if low quality, they are on topic and relevant to the thread's subject. Maybe the problem is allow such threads in first place?

Posting two of these right next to each other is spam. There's literally a 25 second interval between them.
