Most probably because you can reverse the payment made to paysafecard, which in turn cancels the payment to someone. But according to OP paysafecard themselves reversed the payment, which in itself is impossible according to their TOS and that too in such short amount of time.

skrills TOS say as well they cant reverse a payment bit sometimes they do...

and psc have some 24/24 hitline to call them

hw did charged my psc to his psc account and they where able to teverse it belive me or not
