I wouldn't bother with an off topic section. It's not essential and will just get abused and spammed to death.

If that's the case, I want a meta/discussion section in our mother tongue to replace off-topic. Cheesy

I think its still not necessary to put up some child board maybe when the philippine community here builds up more then thats the right time to discuss putting these imo.
