Yes. Most often, when there is a massive backlog of txs pending in the mempool,
a large amount (probably around or over 85%) have an extremely low fee or no fee.

Getting 3 confirmations within 10 minutes is just very lucky and does not indicate any
change or anything to the Bitcoin network or protocol. This is normal and happens from time to time.
