As I understand, the unclaimed LISK will be available after launch by creating a support ticket.
And no launch before a substantial percentage of the LISK have been claimed.

I don't think it will delay the launch and enough people will have claimed their LISK.

Max said that unclaimed LISK will be sent to user in email, what is not secure but they will send the phassparses in email.

So every users will got their passpharse.
