it really depends on your environment.

You can set in your php.ini adding

Quote

date.timezone="Europe/Paris"

or in your virtualhost configuration adding inbetween

Quote

php_value date.timezone "Europe/Paris"

or adding in your index.php just after

Quote

ini_set('date.timezone', 'Europe/Paris');
