because E-coin, now rebranding wirex, doesn't accept btc exchange < of 10$.
So if OP has only 3.5$ he can't use this service!

i bet a lot of scammers use this service.

there are service that leave out your personal data and left their infos.
so I think that it's not a news for a scammer use a fake name or not. and even it's not a fault on btc/VCC but a fault from company that give such service Wink
