There's no question that using investor funds to manipulate markets is illegal. So unless the claims of market manipulation are untrue, there's nothing to ask.

setting up a buyback (fully disclosed) is not market manipulation.

Exactly. What he said he was going to do, set up buy walls to manipulate the price for investors, is HIGHLY illegal. It's securities fraud.
