But what is the sense of the DAO if there are no obligation to investor. Is it worthless as investment. For what does it serve?

I think what the MakerDAO founder meant was the Ethereum community. He was asked "How much responsibility does the Ethereum community have to those staked in the DAO?". To which he answered Absolutely Zero.

But he seems biased to the hard fork. It's maybe because he has his own project on Ethereum and is protecting his interests. Can't blame him.
