But even then, you're talking about e-money in a form controlled by the government. Our economy and banking system is largely electronic already, but the control of the supply is still down top-down, from the Federal Reserve and the banking institutions it oversees.

E-money is really going to be controlled and manipulated by the government. But about bitcoin if it is going to be implemented to a country they are going hard time to control it.
Because of its decentralization they are going to hard to control it.

Agreed, bitcoin due to its decentralized nature never gets the control from government, at the same several government had planned of making their own digital currency. In this way governments try to reduce the circulation of bitcoin and increasing their own country's digital currency.

Paper money is going to keep existing because in my opinion it is needed, if everything becomes digital then the government has to much control.
I also think that most countries and their governments are not even ready for a big change like that.

Yeah and Governments will never allow any digital currency to replace their national currency and if it happens then Government will loose all the control that they hold on currency.
