That doesn't mean anything.
it means the SEIZED picture is held on Tillkoelns server. When a domain is seized they dont just kill your site and put a picture up. They change the nameservers and everything thus SEIZING the domain. They would not seize the domain and upload a picture to his personal server to display this.
It could still have been seized. What would be the point of faking it?
