There is no more chance this card is legit (legit = actually purchased at retail) than 99% of the other stuff posted around here but if he is willing to do it how I want I'd take the chance.
Well, come to think of it he says "he purchased it himself" ...... that doesn't mean anything because he could have "purchased it himself" from someone else selling carded cards.
If you send first and wait 24hrs for payment I will take it. You have no trust here and are brand new. The chances this card is legit is from slim to none. You can also post a photo of the card "you bought but don't want" with a few number blanked out and a piece of paper with your user name next to it. That might help a little.
He keeps on saying he won't go first, because paypal protects you
. So best as well leave this carder or maybe scammer alone as he doesn't want to go first.
