That exchange seem to be doing it for every ICO. 0.00013600 btc is a good price still as compare to the ICN ICO price. the price may go up as release is is approaching. It a risky thing to do the IOU though. I did it with ANS and lose some.

agree with you is risky trading with IOU trade we just wait until ICN release and added in major exchange, i try not to involved IOU trading
