I don't think you can buy bitcoin with paypal fund using VCC. But you can load your bitcoin debit card with bitcoin and than use it in the places where paypal is accepted to buy anything. I have also verified my paypal account with cryptopay bitcoin debit card and also have done few transactions, you can get free plastic card from them check here https://bitcointalk.org/index.php?topic=1384807.0
