And that 2nd fork was not even mandatory to do it. they could skip it now they won't becouse another security hole have to be patched.

It doesn't matter really.
HF is like update... Like Apple posts update for iOS. So if they need to make 100 HFs to make blockchain stable and impenetrable, let them do it and move on.
In the end we will have perfect product.

I think hard fork does matter. A lot.
HF is not just another Apple update. You forgot to mention the most important part - community consensus (miners, devs, etc). Today's fork is due to security flaw in the protocol. The previous one was a moldy bailout for some "poor" funded application running on top of the protocol. So if another bailout fork like that will come some (sunny) day - we may see another group of the community forks.
