I have no ideas why avatar dont change.
Changing avatar takes some time to show effects and there is also a note about in the update avatar page...
After you upload your avatar, you may need to reload some pages to see it.I can see that now your avatar has been changed
Sometimes avatar do not change because of catche. You have to clear your catche in order to see the new avatar.
I am also facing the same problem, and i changed my Avatar, and I also cleared system cache. But it's still showing my last campaign Avatar. I think it will take some time to reflect.
