But there are some countries where gambling is totally banned so in that places if someone will start any casino then it will be considered as illegal and in that places often some people start their underground casinos without the permission of government and people use to go to that places for gambling.

I think when the state ban on gambling, actually took place in my country. even my father once in jail for gambling. yeah the government banned gambling, but for now very easy to do gambling, especially with bitcoin? although of course your country prohibit even though it will not give any effect
