the problem with not receiving the SMS is always 2 things:
1) the sender is not sending the message because of your number
2) you (your operator) does not receive the message again possibly because of the number.

solution is only one thing:
contact the service you are using and if they are a good service they have other operators to send the SMS from (they change the sending number) and you receive it right away.

sometimes the sms gateway which was hired by the services's owner also having maintenance,so the receiver didn't receive anything or even the sms gateway having delay on its network,and the 2nd problem which you mentioned above is actually rarely happening but i have a chance,most are because the following website's sms gateway

what you said is so service dependent!
good services out there usually have some sort of back up gateway to use or the gateway they use will offer them some kind of backup. for example you can never see blockchain.info SMS verification gateway be offline.

and as for the second problem, i said it from experience. you can just contact them and they will send the SMS from another number they usually have lots of them and one of them is bound to be accepted by your operator.
