This is only for NORMAL account regardless its age, verification status etc. To make it more clear, say you registered a new paypal account just today and you only done email verification. No further verification like bank, CC, phone etc. done yet. Now you got 200$ fund in your paypal account. There is no prize to guess the result - Yes, straight 21 days hold or "payment under review" status for that fund. In this very case - yes I can help with my service - feel free to contact me.

But if your account is LIMITED or paypal asked documents - Sorry, I can't remove the limit status from your account.
