This is because RX4x0 cards need at least one monitor connected to the rig. You can use an hdmi dummy plug (from $9 to $15)

or get teamviewer and access from another pc.

you still need a plug to see the gpu temperatue and fan speed even if you log in with teamviewer

Try afterburner or trixx while connected with teamviewer as each program offers real time data on clock, fan speed, power consumption, etc.
