Can anyone please explain how the fees are applied? What means purchase fee? I loaded my card with 1btc and used it only for purchasing goods never took money from ATM, i have EUR card and use it in another country that has other currency, in the end i was charged with 17EUR transaction fees. Is this normal Huh   

not having the full details, can assume that you have used the card to pay in a currency different from the currency of the card. Visa/MasterCard charge a 3% fx conversion fee in such cases.

Yes that was the question. So if i purchase USD card and if i pay in USD on ebay and else there will be no fees? My other card issued from my bank, does not charge me when i purchase something in other country and in other currency, i have fees only when i pull money from the ATM. I have MasterCard.

Yes, if you use a USD card to pay in USD, there is no fx conversion fee. If you use a USD card to pay in EUR or vice versa, there will be. Your other card also has it, you probably simply don't get shown the fees by your bank, they are simply included in the exchange rate.
