I have similar problem,I was lucky and already mined few blocks, but I don't see my address in dumpminerstats too.
Other problem I have is, one wallet is getting blocks, but the second one can't find any in a 3days.
I have two whitelisted addresses, but second one won't work at all. IoP.confs are exactly the same the just changed address.
Also tried add port 4848, or 14778, typed generate 1 in console, tried two machines with Win7 and Ubuntu too,
but still can't make it work, Can someone explain what is going wrong in here?

if your address whitelisted then just make this in iop.conf

testnet=0
daemon=1
listenonion=0
server=1
debug=0
gen=1
minerWhiteListAddress=your whitelisted address

then run
iopqt.exe -conf=iop.conf

already obtained a license for the mining of my country, but still have not seen the list in whitelisted
