You should be clear about your definition of safe way of gambling first. It seems you are confused with some terms. But if there is actually no safe way then everyone who play gambling will be a gambling addict. But the fact people who came play and gamble are not all addicted simply means there is actually a safe way of gambling.

Curing people who are addicted to gambling is a different story and according to researches there is no cure in it but you can regain control of yourself thru successful treatment.
