It has to be an error on their part.

I do know this, if I get my coins, I won't be using blockchain.info ever again.

If you have an actual proof that blockchain.info generated it then you should keep contacting them over and over. because you seem to confident that the seed is correct and It's not working anywhere means that It's a technical issue from their part. You also had to take a paper wallet backup because things could wrong and that's a common thing in online services.
