In the UK I had to pay £115 which works out at around $175

Not sure if you're being serious but the answer is no. It had to be sent to the Foreign & Commonwealth Office to be apostille stamped. This is a very rare request and is the reason for the high cost.

Of course I'm being serious as I have it done myself at the US embassy here.
