Why don't you link your blog with Google Adsense if you have unique visitors everyday. 300 is low indeed, but for more visitors, more quality info is also needed.

There are many problems:
* people can't be sure of how much they'll earn (if at all)
* people first think if they can get scammed or not
* people around here would better work for a fixed pay than for something as uncertain as ads and ref links
* many are not as fluent in English as you'd like and writing a longer text (article) may not be so easy

The only solution I see is to give some pay per article and just maybe some % of the future revenue as bonus.
This could attract some articles until your visitor count reaches much bigger numbers.
