This will never work. Drug addicts can't live without the supply of drugs. They will become violent, if they don't get the supplies. If they could be identified, we could treat them with less harmful drugs such as methadone. Else, they will start preparing drugs on their own. In Russia, when they made it hard for the drug addicts to get heroin, the addicts started to manufacture Krokodil from codeine pills. And Krokodil is much more harmful than heroin.

Methadone is also not the way out. I believe that all drug addicts should be forcibly treated for drug addiction. However, they should not just located in the clinic, and forced to work and earn for treatment themselves.
