Strictly speaking it was not an ICO as they were considered donations with no specific responsibilities taken up by the team. In practice yes it was an ICO.
Even so, from what I understand, the funds collected were not used for the project but scammed away by Lannister. So this will be the first ICO scam to actually deliver Grin
