Yes that may very well be possible. NGOs are traitors to the west trying to materialise their view on how the West should look like by extorting freedom from people that like to be free, or like to remain free.

So you see NGO, non-for-profit organization that is independent from states and international governmental organizations. Is no longer functioning as what it claimed to be. They are not a front for illegal activities and especially by the US Government. Organization received millions in funding from the Pentagon through a complex web of organizations designed to mask the origin of the cash.
