As far as geographic location use of cards, you will have to consult the individual services to be sure. I know for a fact STEAM is geographically locked and can only be used for USD purchases. I am not sure about XBOX or PSN. All codes were acquired within the US.

You can activate Steam Wallets anywhere in the world, if it's USD it will automatically convert to your currency so there are no restrictions. Just my grain of sand.
