I have never had a problem with c-cex. If anyone else has, please chime in. They have a voting system for new coins. One vote costs .001 BTC I believe and VIDZ, for example, got voted in at around a bitcoin.

I had attempted to make a submission to C-CEX today but it looks like someone already had done so.
