I dont think burkas, burkinis or hijabs etc are madated at all in islam, its more of a tribal practice that has gotten muddled with the actual religion.
Whatever the case, the practice is discriminatory towards females, where is the law for men to cover up everything?

A Saudi sheikh has issued a fatwa calling for female babies to wear burqas.

Sheikh Abdullah Daoud, who is not affiliated with the government of Saudi Arabia, made his controversial edict during an interview on the Islamic al-Majd TV that aired six months ago but recently went viral on social networking sites.

According to Daoud, dressing infants and children in the traditional Muslim veils would reduce the sexual molestation of minors, though the cleric did not cite any evidence for his view.

Sheikh Mohammad al-Jzlana, a former judge at the Saudi Board of Grievances, told al-Majd TV that the fatwa was denigrating to Islam and Shariah and made Islam look bad.

On Twitter, where the story gained media traction, the response to the idea of covering up baby girls has been almost universally negative.

It seems there's no shortage of moronic Saudi Mullahs churning out absurd Fatwa's, Munir Khan, a self-described Brit Asian of Pakistani heritage, wrote on Twitter.

Women in Saudi Arabia are required by law to wear the burqa when going out in public. Before girls enter puberty, however, they generally abstain from doing so.

While the Quran dictates that women draw their outer garments close around themselves so as to promote modesty, religious scholars disagree on whether a burqa is a compulsory part of Islam.
