Not at all.If a country should be said as Rogue nation for having nuclear weapons,then definitely US deserves to be called as a rogue nation.US has largest number of nuclear weapons and its a great threat to world peace,always threatening smaller countries.

Read question carefully its by sponsoring terrorism and not by having nuclear weapon eventhough nuclear weapon is anothet factor
