I think the only requirements for escrow, you must be trustworthy person. Meaning, you will build trust in this industry
which is the bitcoin community you should get their trust and others.

And we all know that trust cant be build or gain overtime which means it would really takes time for you to build and earn the trust of community which is really very hard.Anyone could really become an escrow as long there are people who would trust your service that you offer but I would say it would be hard for starters because of the competition against reputable members here on this forum but still don't lose hope as long you are honest to your service then it would still do.
