I think you miss understand his statement mate, and he is saying if the internet is not work in his country he will go where the internet is working, and he will cash it and come. But you are saying use VPN to access Bitcoin site, how it's related. Without having the internet we can use Google, it is possible to search a topic in Google.

Oh sorry I think I misunderstand what what he is trying to say, well if internet would be ban in there country I think that is gonna be a big problem, just like in North Korea where they can not use the internet because the government is controlling it that is why many North Koreans are preferring to leave their country than staying, but if there are other ways to access the internet why not but if the internet are totally block then think of a way out and migrate to another country were you can surely use internet access to earn bitcoin, and sorry for the misleading post I must have been very sleepy when I post it,
