If you re-read my post about the Time War, it's mentioned there. You can see the full list on IPX Outpost(s). And yeah, they are modules.

We've been toying with the idea of "Hailing planets", but decided not to implement this for now, for several reasons.

I've edited that post, BTW, to include one important piece of data: devotion/influence points are NOT collected on planets with population less than 100. Take care.
