Not that the Koreans would ever do something with those nukes. The ruling class of feudal communists are simply trying to prolong their control over the country by threatening the South. If they don't do that the two Koreas will eventually unite and we all know which one will dissolve into the other.

But to survive they need money.
If they are pressured too hard (economic wise with sanctions) they could sell nuclear weapons for $$.
