How did you modded successfully? I have the same card i am doing the same mod 1750 timings -> 1875, 2000
then install the 17.5.2 driver but cant install the driver and get an error 43.

Does anyone know where I made the mistake?

drivers past 16.X.X now checks for modded bios and disables them. you need pixel clock patcher https://www.monitortests.com/atikmdag-patcher-1.4.5.zip
what it does is patch your driver and makes the modded bios work. my 560 is now working getting 14mh/s thanks to priviet's mod
