If you want the maximum rate, then it has to be an exchange with the highest price and lowest fees. You can also opt for something like lbtc for paypal, which should pay you a higher amount. But that comes with risks as paypal can be charged back.

First part of that is derp. Second part is sound advice. It's really too bad Circle isn't still in the bitcoin business, because they were great.

I say either spend it or do it legitimately on an exchange like kraken or coinbase. Failing that, find a really trusted member here and do PayPal or some other method. It can be done but there's tons of risk.
