I see your point, but the government doesn't have to stop the blockchain.

All they have to do is ban the purchase of the app in mobile stores and the website. If they do that they effectively kill any major value the coin has.

No one has to purchase the app. It can be downloaded from somewhere for free. This is what they meant it as 'open source'. But some purposeful ones yelled for exposure of their source code during the ICO! Grin

The aspiring ones even ambushed and cum all days at GitHub with all sort of fantasies! Grin
